Provinces are looted once in a war, upon a successful siege or occupation. They then have a "Province Looted" modifier that prevents further looting until the owner is at peace. Provinces are also looted when they are occupied by rebels.

The country that controls the province does the looting. This means that vassals, which automatically transfer occupation to the overlord, let the overlord loot provinces they occupy. AI allies need some time to transfer occupation of unwanted provinces to the warleader though, so they still get their own loot.

The amount of loot taken is a percentage of the total urban/rural wealth in the province, that is fluid wealth (province modifier) plus infrastructure value (buildings).

Urban loot Chance Rural loot Chance Urban deaths Rural deaths Chance
40% 10% 24% 10% 52.3% 13.1% 10%
32% 20% 20% 20% 45% 11.3% 20%
24% 40% 16% 40% 37.5% 9.4% 40%
16% 30% 12% 30% 30% 7.5% 30%
Devastation/Trauma Chance
30 5%
20 10%
17.5 20%
15 40%
10 25%

All four of these chances are calculated individually and affected by the following multipliers:

Cause Multiplier
Controller's looting amount modifier between 0% and 200%
Province controlled by tribals 75%
Same culture 85%
Same culture group 90%
Same religion 80%
Same religion group 90%
Is core of controller 75%
Is claim of controller 85%

E.g. a province in the same culture group and with the same religion will only receive 65% of the damage.

Looting will give the province loot fatigue according to the damage done, which reduces looting damage for the next few years.

40% of the damage done is multiplied with the country's looting modifier again and then added to the carried loot amount, visible in the loot decision. Carried loot is automatically carted home at a regular speed. If your armies carry too much loot, they will become overburdened and receive negative war modifiers that increase as they carry more.

Looting policy Edit

Upon entering a war, an event happens shortly thereafter for every participant that gives them the option to choose their Looting Policy, which lasts until the country is at peace again. The options and their respective effects are as follows:

Land Morale Monthly War Exhaustion Discipline Siege Ability Loot Amount
Heavily Restrict -10% +0.02 +5% N/A -40%
Restrict -5% +0.01 +2.5% N/A -20%
Let them loot N/A
Encourage +5% -0.02 -2% -10% +20%
Strongly Encourage +10% -0.04 -4% -20% +40%
Penalties for not looting +15% -0.06 -6% -30% +60%
Loot, Burn, Devastate +15% -0.08 -6% -30% +80%
Build Skull Pyramids +20% -0.10 -6% -30% +100%

"Penalties for not looting" requires a Mil 6 skill ruler, a Mil 3+ skill ruler as Tribals or being Nomads

"Loot, Burn, Devastate" requires a Mil 4+ ruler for Nomads

"Build Skull Pyramids" requires a Mil 6 ruler for Nomads, e.g. Timur
